Residents of Staten Island’s South Beach neighborhood are complaining of a near-constant, high-pitched whistling sound that’s enveloping their area. One resident described it as the sound of “100,000 people with unlimited air in their lungs blowing through Coke bottles,” adding, “It’s almost alien-like.” Another compared it to Chinese water torture.

The sound, apparently, is emanating from the under-construction Ocean Breeze Athletic Center–which whistles when the wind whips across its roof. When the structure is finished, insulation will muffle for the sound, but for now, Staten Islanders will have to cope.

“We sincerely regret any annoyance the wind noise may be causing for residents of the area,” said a spokesman from the city’s Department of Design and Construction. “We expect to complete the roof by mid-November and the exterior shell by early December.”
