The cops call it “Operation Lucky Bag.” It’s an on and off again sting operation whereby the NYPD leaves valuables/cash/credit cards in a public place and If someone picks up those items, they are placed under arrest, regardless if they were good intentioned or not.
This dubious form of police entrapment has at least one state assemblywoman concerned enough to propose a bill outlawing what’s essentially an outlaw practice, but maybe they should consider expanding it? Just imagine all the more serious collars they could rack up if they stuffed guns or drugs into those bags!

I guess it became a problem when white people started getting arrested. They should have kept it in poor neighborhoods with the money sitting in a car whose window is open. That old trick the dumb kids fall for.
